"Gurgaon is a replica of the nation on a smaller canvas. It is a mixture of the urban, suburban, rural, modern and the traditional. All major religious groups of the world lend their colour to its composition. The claims and aspirations of such diverse components and its burgeoning growth present a challenge which requires an educated and experienced politician to guide, encourage and interact at the highest levels to create an infrastructure which is able to support such growth.

Someone who is willing to try and convert this challenging diversity into an opportunity. Someone who can span this cultural divide. Someone who has a national perspective on the challenges before us.

In short it needs a person who can do at the micro-level what the Congress is trying to do at the national level. I believe that I fit the bill."

He was the convenor of the CORE GROUP that promised that if the Congress came to power in Haryana in 2005, there would be an equitable distribution of all the water available in Haryana, including the waters of the Ravi-Beas rivers. The Hansi-Bhutana Link Canal conception and execution is a result of that promise to the electorate.
   
He understands the vital role of literacy and education and has worked tirelessly in this field.
   
He was the first MP in Haryana to utilise his MPLADS fund completely.
